You asked 'how can I evidence the Guided Learning Hours (GLH) for experienced workers without training needs for funding purposes?' The Skills Funding Agency (SFA) has provided the response below:

'NVQs, and their Qualifications and Credit Framework (QCF) replacements, will be delivered in both provider-based (learner-responsive) and workplace-based (employer-responsive) contexts. It is much less likely that a learner doing an NVQ in college will require "minimal training."

There has never been an expectation that the GLH delivered to a learner will match the recommended GLH - we recognise that the activity is going to vary from learner to learner. Through the Individual Learner Record (ILR) data returned by providers, the SFA have been able to analyse the planned GLH and assess whether the recommended GLH are a suitable basis for funding in the learner-responsive streams. For the first time this year, they have also been able to do the same for employer-responsive provision.

Where you deliver less learning than the GLH used for funding because a learner has prior learning or achievement (Recognition of Prior Learning, or RPL), you should reduce the amount of funding earned through using field A51a in the ILR (see paragraph 82 onwards of the SFA funding policy document).'
